Nancy Hirsch
Policy Director
Nancy Hirsch is policy director of the Northwest Conservation Act
Coalition, a regional alliance of over 75 public interest organizations and progressive utilities
from Oregon, Washington, Idaho and Montana. NCAC works to promote an energy future that
is reliable, affordable and equitable with the least overall cost to society and our natural
environment. Nancy directs NCAC's efforts to enhance investments in energy conservation,
renewable resources and low income energy services through work with utilities, commissiners,
regulators and legislators.
Before joining NCAC, Nancy was a senior policy associate at Environmental Action, a
non-profit public interest organization in Washington, DC. During her ten years with Environmental
Action, Nancy directed the Energy Conservation Coalition, an alliance of twenty national environmental,
consumer, scientific and religious organizations working to promote energy efficiency and
renewable energy as principle components of a national sustainable energy agenda. Nancy focused
much of her advocacy on congress and the administration, addressing the environmental and
consumer impacts of utility, energy and transportation initiatives. In addition, she provided policy
assistance to state environmental and low income advocates in support of their efforts to
promote utility regulatory reform.
Prior to joining Environmental Action, Nancy worked with the National Wildlife Federation's
Public Lands and Energy Division as a research analyst. She received her training in environmental
policy from the University of Michigan's School of Natural Resources.
